Rau’s IAS CEO Among 2 Arrested; MCD Seals 7 Properties And 3 Basements In Karol Bagh For Violating By-Laws

Following the tragic deaths at Rau’s IAS Study Circle in Delhi on Sunday, police took into custody two individuals  CEO Abhishek Gupta and coaching coordinator Deshpal Singh.

Gupta has been identified as the 'owner' in the FIR, which lists charges under various sections of the Indian Penal Code, including 105 (culpable homicide not amounting to murder) and 115(2) (voluntarily causing hurt), filed at the Rajinder Nagar police station.

According to the police, the coaching centre lacked authorization to use the basement as a library and did not have a drainage system in place. The Municipal Corporation of Delhi (MCD) prohibits commercial activities in basements. On Sunday evening, the MCD sealed the coaching centre and two others in the area for violating building regulations.

Rau’s IAS Study Circle in Old Rajinder Nagar, established in 1953 by Dr. S Rau, is one of the oldest and most renowned coaching centres for civil services exam aspirants. Initially, it began as a one-man operation, with classes conducted in a small room at Hotel Palace Heights in Connaught Place.

On Sunday, the Municipal Corporation of Delhi (MCD) sealed seven properties and three basements in the Karol Bagh Zone for violating building bylaws.

The corporation's action against properties breaking building rules came after a terrible incident on Saturday evening. This incident led to large protests by students in the Old Rajinder Nagar area.

Although the property owner has all the necessary documents, the property was found to be violating building bylaws regarding the use of the basement, according to the source.
