Noida Authority Unveils New Plot Scheme, Targets Defaulting Developers And Vacant Land
The Noida Authority is set to launch a comprehensive plot scheme covering residential, industrial, institutional, and commercial categories, officials announced on Sunday. This move comes in response to a significant number of plots left vacant for over a decade, as well as outstanding dues from developers. The new measures, directed by Uttar Pradesh Chief Minister Yogi Adityanath, aim to streamline land use and address defaults in the real estate sector.
Plot Scheme and crackdown on vacant land
Noida Authority Chief Executive Officer Lokesh M revealed that the authority is developing a plan to cancel lease deeds for plots that have remained unused beyond their deadlines. This action targets plot owners who have failed to develop their properties despite numerous reminders. The authority is also preparing to take action against developers with overdue payments. Only 27 out of 57 defaulting projects have utilized the state government’s relief measures, paying 25% of their recalculated dues. Fourteen projects have partially complied with the government's policy, while 16 projects are facing severe penalties for non-payment.
In a related development, the authority plans to attach the undeveloped land of defaulting developers to recover financial dues. This step is designed to protect the interests of homebuyers and ensure accountability in the real estate market. Similar measures will be extended to developers of commercial and institutional projects, as well as to industrialists and businesses allotted industrial plots.
Redevelopment and maintenance plans
The authority is also addressing infrastructure concerns by redeveloping key roads into model roads. The selected stretches include the route from the Mahamaya Flyover to Sector 71 underpass, the road from Sector 71 underpass to Hindon Bridge, the stretch from the Sector 62 underpass to Hajipur underpass, and the road from Amity University to the Sector 132 roundabout. Planned improvements include painting central verges, installing reflectors and signage, enhancing lighting, and fixing electrical cables. Additionally, efforts will be made to secure reclaimed land through boundary walls or fencing.

The review meeting highlighted issues with unauthorised constructions, encroachments, and poor sanitation. Officials were instructed to address these problems by inspecting and rectifying deficiencies in public toilets and drains. The health department has been directed to monitor employee attendance and improve cleanliness in response to previous warnings and salary cuts for junior engineers.
Addressing waterlogging and electrical issues
The Noida Authority is tackling persistent waterlogging issues caused by broken drains and clogged culverts in sectors such as 56, 57, 58, and 62. The CEO has mandated the removal of blockages and the construction of necessary slabs to resolve these issues. Additionally, the installation of CCTV cameras in waterlogging areas is progressing, with a focus on completing this task promptly.
Sanjay Kumar Khatri, the Additional Chief Executive Officer of the Noida Authority, assured that the authority is committed to resolving waterlogging problems and improving infrastructure across the city. The latest initiatives reflect a determined effort to enhance the quality of life for residents and ensure efficient land and resource management in Noida.
